The Town Planning (TP) Schemes within Dholera SIR form one of the largest single greenfield urban and industrial planning initiatives in India. The overall development area spans approximately 920 sq. km. TP Scheme 05 was one of six TP Schemes and covered approximately 853 plots across five villages.

A key challenge in developing the scheme was to reconstitute the existing fragmented and relatively small land parcels into larger plots suitable for development, while establishing an efficient road network. The scheme established a clear urban structure through improved road connectivity, creating distinct identities for residential neighbourhoods while establishing an efficient grid-based network for industrial areas. The planning framework also differentiated the movement and spatial requirements of residential and industrial development, supporting their integration within the larger Dholera SIR structure
