The 15th Finance Commission, Government of India, recommended a performance-based Viability Gap Fund to support the incubation of new cities across states. Under this Challenge Fund, the Government of Rajasthan submitted a proposal in 2022 for a new greenfield city at Ranpur, Kota, an emerging development node to the south of Kota City.

Kota is India’s premier educational hub for engineering and medical entrance-test preparation, with its economy anchored by educational institutions and supporting health infrastructure. The proposed site was planned to accommodate new institutions, creating an opportunity to build synergies between them through integrated infrastructure, including public transport and shared mobility. The Master Plan responded to the site's existing water channels, drainage patterns, and natural slopes through a blue-green infrastructure network. It focused on conserving the existing drainage and slope patterns and integrating them with the proposed urban structure to create a resilient landscape and infrastructure framework.
