The Development Plan for Jamnagar was prepared as an extension to the Development Plan 2031. Jamnagar is an industrial city known for the presence of Reliance Industries and other large-scale industries. The city is bordered by the Gulf of Kutch on one side and the Sasoi and Ranjit Sagar dams on the other, with lakes and other ecological features forming an important part of its landscape.

The presence of refineries and other industries resulted in extensive networks of high-tension (HT) lines and oil pipelines, creating significant infrastructure constraints for future urban development. A key planning challenge was therefore to establish an appropriate development framework while working within these existing infrastructure and environmental constraints. The plan also considered the fragmented nature of land parcels and the extent of land required to accommodate future urban development. The natural drainage system connecting the dams to the sea was retained through appropriate buffers, particularly around ecologically sensitive areas, integrating the proposed development framework with the area's existing hydrological and ecological systems.
